Need help!! Am i allowed to get a drivers licence???

I'm tired of this whole drawn out situation.

I've been married over a year to my american husband. I need to drive. Am i able to get a licence? I havent yet got my social security number yet, as my husband is waiting for a copy of his tax returns for 05' but i'm frustrated because i want to know if i can drive or not. Everyones telling me different things. Can anyone answer this correctly??

I'm still illegal. No social security number, no visa. Am i allowed to drive a godamn car?
 
Not having SSN is okay. U can get a drivers license without SSN.
But not having visa could be a serious problem.
