Need details about applying for a GC

I did two M.S degrees from U.S.A and right now working as a RESEARCH ASSOCIATE in an University, which is a budgeted position. I want to apply for the permanant residency position and can you please give me the details about in which category i should apply, how much i need to spend.. etc., When i asked my University people about this, they suggested me to apply for GC under National interest waiver category or Aliens of extrodinary ability. I have two pulbications here in US and some Research notes published in INDIA in an international journal. Can you please give me the details about how to proceed and all?
