Need clarification on new H1-B Issue, PLEASE

Hi all,
I graduated with an MS in engineering and an associates in business, and I am currently working for a company on my OPT which is valid until the end of May 2005. My employer is now waiting for the 20,000 additional H1-B's to open up in order to file.
My question is, supposing the USCIS starts accepting petitions for the 20,000 additional H1-B's at the end of May, can I still remain in the country (but not work) until the filing is approved? I understand that the OPT provides an additional 60 days of grace period to students so that they can prepare to leave the country.
Please do let me know what my options are as I am totally confused about this issue.
