Need advice on interpreting I-130 approval letter

I am a US citizen. I sponsored my parents' green card application in this summer. Their I-130 and I-485 were filed concurrently to Chicago office in June. In September, all their files (I-130 & I-485) were transferred to a California center local office. Recently I received a letter said that my mother's I-130 was approved. However, it instructs my mother to contact a local office to obtain Form I-485. It also said that this letter should be submitted with the application. This is very strange because her I-485 has already been filed along with her I-130. Anyone has faced the same situation? Is this just a normal procedure or something is wrong? Should we contact local office?

Any advice would be appreciated!
 
That's strange. But I would go to the local office if I were you, just explain it to them so that way the process would be faster.
 
Definitely is strange. When you file their petitions did you send all together or in different packages?
Make an infopass and go to your DO with all your receipts and documents.

Thank you for the advice. Yes, I-130 and I-485 were filed together in the same envelope. The receipt dates were the same for both documents.
 
Welcome notice was received today

I just received the welcome notice for my mother. Her I-130 and I-485 procress took about 6 months.

Another example how chaotic and disorganized is INS...
 
There is nothing to worry or surprise here, nor to criticize INS. For the last 6 weeks, many of the applications from all over the US are being diverted to CA service center. Why? Because INS has created a new unit in CA service center, which handles the processing of case. This is a strategy that INS has created lately to expedite the processing of a case and clear up the backlog. Rather than appreciating this strategy, some people are criticizing INS. I mean-I should be criticizing INS for approving the case without interview because once a file is transferred to CA service center, mostly people receive approval letter in the mail.

Hope this helps in understanding how INS is working lately.
