Need advice - H1 or H4

My fiance is in US on H1 visa. I am currently working in India with 2+ years of experience. I have applied for H1 this year and my application has been accepted for processing by USCIS. I need advice on what is the best option for me:
a) Can I apply for a H4 and come to US while my H1 is getting processed
b) If my H1 is approved can I still come on H4 before October 1
c) Is it correct to say that once H1 gets approved I won't be able to come on a H4 after October 1
d) Is it easier to come on a H4 than H1

I would really appreciate your help on this

1) I guess you can, but your H1 should have been filed as no COS case, so that you need to get H1 stamp before Oct.
2) Yes. you need H1 stamp before starting job on H1 status.
3) Not correct. as far as you are eligible to H4, you can enter the US anytime.
4) Same.
