What my understanding of RD & ND is that RD is Receipt Date and ND is Notice Date. According to us the RD is very next day (in most cases) after MD (Mail Date) and ND is when they(VSC) actually enter ones data in their systems. If that is true then the Officer who is processing your request will not know when was this mailed in....
Accorind to my Lawyer RD is nothing but ND. I mean the date they receive your AOS Packet does not hold any importance, its only when they enter it in the system.
