ND 2002 need evidence again

Today my friend received the notice from Cris :

Current Status:?

On November 10, 2005, we mailed a notice requesting additional evidence or
information in this case. The notice explains in detail what additional material
is needed. If you have questions about the notice, what is required, or if 14
days have passed and you have not received the notice, please call the National
Customer Service Center at (800) 375-5283.

If you have questions or concerns about your application or the case status
results listed above, or if you have not received a decision or advice from
USCIS within the projected processing time frame*, please contact the National
Customer Service Center.

But he already receive this before, and finished, why they sent it again?

RFE 9/2005
BIO 9/2005
RFE again ?????
 
First one was probably request for initial evidence (RFI), like medical and new BIO form and now it’s one for further evidence (RFE) – something else INS wants from your friend. Lot’s of people get both of those.

Thx, I understand. but what's kind of form of this RFE? could you give the detail about that?
 
It could be anything. If they did not receive the medical or there was something wrong with it; it could be some question they may have, like his past travel or going to country of persecution, or an additional document they may need. I got one to reaply for asylum.
