I got an email today for my daughter's case:

None of my family did BIO yet. Isn't this weird?
 
My family did FP on 07/2004, medical on 12/2005, then nothing happened. All our cases transfered to TSC on 11/11/2005.

Yes, cis can approve you without Bio. She will receive a BIO notice later. Congrats !
