ND:04/25/01 Spoke to officer

My wife spoke to the officer today. The officer asked for the A number and told that the file was sent to Division 1 on November 15th. The officer also told that it generally takes 30-45 days after the file goes to division 1.

Does this mean that the file is not yet assigned to an officer?
