Hi there. I have looked but can't find any more information on what exactly the National Benefits Center is and who is eligible to file there. I searched this site and the USCIS one, and the most info I have found is the description for this forum. Can anyone fill me in?
I am getting ready to file I-485/130/765 and AP, and I thought all must be filed at my local office, which, unfortunately, is Orlando, with 180 day wait for EAD/AP and like 1500day wait for AOS. Is the NBC an alternate place to file?

no, I filed at my local office in Atlanta, and all my forms got forwarded to NBC for preprocessing. After a while, I-485 will be transferred back to the local office, but EAD and AP applications will be processed at NBC.
 
So, could I apply directly to the NBC, or just sent the whole I-485/765/130/131 package to my local office and assume they will forward them to NBC for preprocessing? What is the purpose of NBC, then? You mentioned Atlanta, so I am wondering if the local offices with huge backlogs use the NBC?
 
You should file at your local office, it's up to them if the files will be transfered to MSC/NBC.

When do they actually transfer I-485 from NBC back to the local office? When its turn comes or on the ground of some other reson? For example my local office processes I-485 sent in March/2004. My RD is June/2004. Does this mean that when the local office get to June cases they will require processing of I-130 from NBC too?
 
yes. Both forms will be adjudicated together, when your local office is ready to process your I-485.
 
I filled all the applications at Atlanta office on January 8, 2004. I received the notice of action from Missouri NBC with notice day March 8, 2004. I went to get my interim EAD to the Atlanta district office on the 91st day after January 08, 2004. Luckily they issued it without any problem.
AP is a different story. The same received and notice dates but till today no response. Online case status shows that the case is still pending. I called the customer service, they said it is strange i hadn't hear from NBS yet because they process application filed 4 months later than mine. My attorney wrote inquiry letter. No response. I made an appointment at Atlanta district office and tried to get the AP there. They refused to issue it because the application was filed in Missouri. They also said that they would issue the emergency AP but only if I had a document from a doctor saying that somebody from my closest family is dead or in lifethreatening situation. They recommended to write another inquiry letter with the enclosed copy of the first inquiry letter, information about calling the 1-800 ... number, copy of online status check and then wait.

I filed I-130 for my wife with California CS and got a receipt from CSC. Why are people filing I-130 at their local DO? I am confused.

After getting much confused about NBC in the forum I called the National Customer Service number.

I was told by two different individuals at the 800 customer service # not to worry about NBC. They said the following:

1. after I get my Citizenship just write a simple letter to the CSC with my Certificate and the Notice of action attached which I received following filing my wife's I-130.
2. CSC will send necessary paperwork to NVC in New Hampshire
3. NVC then will send a packet to my wife in Canada (She is a canadian parmanent resident)
4. My wife has to send the packet back to NVC with all they asked for
5. Following the receipt my wife's packet, NVC will issue an interview date with local Canadian consulate for an immigrant visa.
6. Medical Exam needs to be done prior to interview
7. Interview and Visa will be issued

My question is how long would this process take ???

Do anybody has any idea about how much time MSC is taking to process I485/I130 applications these days? I don't think the processing dates posted on USCIS site are correct for MSC....
