Naturalization Eligibility (Please Help)

Question:-"When Can I apply for Naturalization?"
Details:-

I got my GC on 07-Oct-1995 (through my parents), I stayed out of country twice with re-entry permits (about 2 years each, 1996-1998 and 1998-2000).

I am continousely residing in US since 13-Jun-2000. N-400 form instructions say that, if you go out of country with re-entry permit, then your 364 days out of country (one year -1 day) will count towards meeting your 'continuos residence' requirement. (From 'A Guide to Naturalization' pages 22 & 23) . This also says that you can file for naturalization up to 90 days before you meet the 'continuous residence' requirement.

I have already met the requirement for 'time as permanent resident' and 'physical presence in the U.S' and 'time in district or state'.

Could you please advice me, when I will be eligibile to apply for naturalization and when I can apply for the same?

Did you have any problem getting back with your re-entry permit?

2-year absence seems to be lengthy. There have been cases where the PR is not allowed to come in even with the permit lately.
 
Being absent for 2 years x 2 times = 4 years could pose a big question mark for CIS during naturalization in terms of the intention to maintain LPR.

The N400 forms requires a PR to list all trips taken since becoming the PR (NOT during the past 5 years), therefore, CIS could trace back to a single trip as far as 20 years back and determine that the PR has lost the PR status.
