I read a lot about FBI name checks but I don't understand it yet. Can somebody explain to me when is a name check necessary, when is it done, etc... Any input is appreciated !!

Name check is not an option. If you file for GC or citizenship or any immigrant visa, you have to go through this name check process. Your file is sent to FBI for processing and FBI checks to see if you are on the wanted list/watched list/or on any of their(including their other agencies) lists. If you aint on any list, then you are cleared. If you are, then your application would be denied or they might come pay you a visit :D. There are numerous threads on this forum discussing name check in detal. I suggest you give them a read out.
 
I filed for AOS in second week of Apr 05, and did biometric ( code 3) in 3rd week of may May 05. Even before I did my biometric, I recived the NOA for interview ( June 10th). Someone told me that there is some pilot program going on for family based AOs and I should get my GC within 90 days , i.e on the interview day.
After the interview was over the officer said that the case is approvable but could not stamp 551, becase thought the results of fingerprinting were received, the FBI clearance was not revceived.
I am now stuck, and no one knows how long will it take for FBI clearance.
Can anyone please help me and tell me their experiences on the delay of approval of AOS application due to the non availability of FBI clearance

I assume you are talking about the DORA/Dallas program where you could get your GC in 90 days. Its a pilot program available only to residents of dallas. Pls search for name check on this forum and you will find a lot of threads.
