I have a parking ticket that I have yet to pay. I am trying to contest the ticket as I was charged under dubious circumstances...
Do these outstanding tickets show up on the record while doing name check/ security check..

NO. Getting parking ticket is ot a crime, therfore does not go to FBI. It's not even a moving violation.

Parking tickets are fine, but not speeding tickets.

Who said so? Speeding tickets are also not crime, but civil infraction.
If all the speeding tickets from 50 states go to FBI record, FBI database wil become very much useless (assuming every American driver gets atleast one ticket in his/her lifetime).

If you have unpaid speeding tickets, and if you are stopped again, you could be arrested. This happened to a colleague. He had an unpaid ticket in Florida that he forgot about, and he was stopped in Illinois months later. The cop arrested and handdcuffed him, took him to the nearest ATM to pay. I guess Florida put out an arrest warrant for the unpaid ticket......

Of course, not paying ticket within certain period of time is crime. It's true for almost anything - including parking tickets, tax penalty, the late-fine in your public library and whatever you can think of. If you don't pay fine after 3rd notice (that may change state to state), court can issue arrest warrant. But getting speeding ticket itself is not crime. Same way, tax-penalty is not crime, but not paying tax-penalty can be crime. Paying late-fee in public library is not crime, but not paying due late-fee can be crime.

But unpaid parking tickets shouldn't cause much problem. There's this guy where I live who owes tons of unpaid parking tickets, but the city is finding it difficult getting him to pay. And there are several folks with luxury property owing the city zillions in property tax. But they are not being arrested........

I think speeding tickets are a special category. Something akin to - you could get away with murder, but not driving past a stopped school bus! C'est la vie.

As I said before, rules vary state to state (even county to county or even city to city). Probably your city is too wise. In my city, your car (the vehicle that got all the tickets) would be impounded within month. In San Francisco, the city office can "close" your home, if you don't pay tax for certain numbers of years. Some people getting away with zillions of propety tax dollar does not mean that OK to do it (and that's not crime).

Similar way, there is NO crime to get parking ticket. There is no crime to contest the ticket on court. But once court gave the verdict against you, you need to pay it within certain period of time. If you don't, that's crime.

BTW, it's silly to discuss about parking ticket, leaving all the fuzzy immigration matters.

Actually the issue is simpler .... irrespective of what class of offense it is, it cannot yet make it to your records.
You are contesting it in court.
Similar to a speeding ticket, you get to take it to court and have your say - till a decision is made on the case ( innocent till proven ! ), it makes it to none of your records.

But yeah, like others have said this one is no big deal even if you lose your case ( I hope you win ! ).
Enjoy
