Yes, they will answer the phone and trasfer you to the person you want to talk with. And from then on it will be up to you. In my case I was able to get transferred to the officer that I wanted to talk to 100% of the time, however only once she picked up the phone. After initial surprise that I was able to get through to her she was very kind and helpful. She explained to me exactly what was holding up my application process and suggested what could be done about it ("Just wait!") :)

The best way to find out whether they will entertain such calls is to call and find out for yourself.
