Name check(I-485) & background check(applying for visa to enter US) Any difference?

I have been hearing lots of checks. When we apply for I-485, there is name check. When we apply for visa, such as

H1-B, before coming to US, we might go through the background check. Are these two checks essentially the same? Thank you.

Read the last 2 lines in that page.Not all visas require namecheck.Immigrant Visa(Green cards thru 485 or CP) require both name check and background check.

Check out Slide 6. It says there is name check when apply for F1 visa at consulate, which confuses me.
