Name Check:Format of letter for writing to Congressman

Can somebody please help me in telling me the format of the letter needed to write to congressman and senator to expedite the NC clearing process.
My NC is pending since Oct 2004.
EB3 India
PD Oct 2002
I140 AD Oct 2004
485 Filed Oct 2004
Took Infopass 2 times: First IO says NC Cleared,2nd IO says NC Pending
Please help if somebody can give me the format of the letter. My english is not up to the mark so I do no want to screw up the letter.
