You are right. The FBI ha stopped responding to email inquiries. Last I heard they were in the process of implementing some new program that would improve the process. Not sure if that ever happened or what the new program is.
It seems that the only way to find out about Name Check is through Congressman/Senators.

FBI No longer responds to email
I was told about 2-3 months back that FBI is no longer responding to emails. At that time, I was also told that a new system was being implemented in the next 60 days that should expedite the process. Don't know whether it got implemented or whether it will expedite the process. Also, subsequently followed-up thru Congressman's office but got the same answer that FBI Clearance awaited.
