You can request a change of your name when you are taking the oath of allegiance at the naturalization ceremony held in court. The name change is possible only if the court approves the request. You can also provide proof ( marriage certificate/ divorce decree) for the new name , if you have already changed your name and want your citizenship certificate in that name.
The name change becomes legally complete at the oath, but the request for the name change cannot be made at the oath itself, it must be requested before the oath.
