In order to change your name, you need to be scheduled for a judicial oath. It depends on whether or not your DO conducts those. For instance, all oaths conducted in NYC are judicial, so my oath was not delayed. However, I've heard of very lengthy delays in other jurisdictions. In fact, I remember reading a post by an applicant from Atlanta whose oath was delayed by about 9 months, due to a name change request.
