NACARA visa offset still in effect?

I tried to look after statistics regarding the 5,000 DV visas /year put aside for NACARA. Does anyone know where this offset stands? I did not find any figures. It as been 12 years now. Were there really 60,000 visas used under the NACARA program since FY2000?
 
From what I know, the 5000 NACARA visas per year are still in effect for registered participants that meet the requirements
 
I only found this: http://travel.state.gov/pdf/FY2003%20AppE.pdf on NACARA stats and it is dated 2003.

I was just wondering if they use up the 5,000 visas every year, or if they can still use some of the 5,000 visas put aside for NACARA for the DV program.

The 50,000 DV visa quota was overfilled in 2003, 2010 and 2011, and I am wondering if they were allowed to do this or not. Would be cool if they could go a little above the 50,000 for DV14. This will help the high CN numbers. :cool:
 
From what I've read about the NACARA quota, they have no option to give visas from this quota to entrants/selectees that can not meet the requirements...
 
Ok thanks for the clarification. Still, I don't know how they could have overfilled the 50k quota in 2003, 2010 and 2011...:confused:
 
IF the 5k is not fully utilized it is pumped back into the general DV pool towards the end of FY making the final tally >50k.

I remember reading the 'official admin procedure' for that somewhere sometime ago. May be in the 'GAO DV program audit' senate hearing report.
