NABC for parents born in Pakistan

Hello all - Any ideas about how to get NABC for parents born in Pakistan but migrated to India after partition? Local authorities in India are refusing to issue NABC saying they were not born in India. Any ideas???

My parents had the same issue, the other way around. Born in India and migrated to Pakistan as infants. They used affidavits from elders to fulfill the requirement.
