My N400 receipt number starts with NBC*, which looks kind of strange, especially the *.

When you check your case status online at https://egov.uscis.gov/cris/Dashboard/CaseStatus.do
you use the whole receipt number including the NBC* in the search box.

I have also got NBC* # (Pheonix lock box) and received NOA on March 12, 2012. The online message says...Initial review... No FP notice so far. Is it normal?

NBC = National Benefits Center
NBC is the central facility for many applications and petitions. It is similar to a Service Center BUT it is NOT a service center, NBC belongs to the Office of Field Operations (OFO). OFO contains all the local district and field offices. N-400s end up at a local office for the interview based on your address. The N-400s start out at a lockbox and then are sent to NBC for preparation before being sent to the local office for the interview and (hopefully) the Oath Ceremony.
