N400 processing time, what really does it mean?

Normally there will be a month between the date that the applicant is scheduled to be interviewed to the actually interview date, and then there could be another month from the interview date to the oath date.

So what does the N400 processing time really mean? From the priority date to which date? To the date that the interview is scheduled? Or to the actual interview date? Or to the oath date?

Anyone?
 
To the Oath date. It means that most cases are processed within processing time. If your case is outside processing time, you can open formal inquiry.
 
If it is to the oath date, and the current average N400 processing time nationwide is 5 months, that means the applicant should receive the interview letter approximately 3 months from the priority date. I believe LOTS of applicants are BEHIND that!!!

I called and talk to a 2-nd tier USCIS officer, and he told me that the processing time is from the priority date to the date that the interview is scheduled! No idea whether that's true though.

Yup, lots are behind, especially in offices where they are overflowing with applications. In the smaller posts, things are quicker.
