One of my relatives attended N400 interview in Detroit couple of days ago. The INS officer checked off the results as follows.
* You have passed the English and Government Test.
* INS will send a written decision about your application.
But verbally the INS officer said - "The paper work has to go thru a quality process but I recommend that you be granted citizenship, ".
What is quality process and what does it mean when they checkoff
"* INS will send a written decision about your application" Instead of
* Congratulations you met all the requirements for Citizenship .........."
