N-648 after fingerprinting

So here is what happened:

My mother is 65 years old, has been in the USA since the last 6 years and has very basic knowledge of English.

When I filled out the form N-400 for her, in section 2(H), I selected 'No' and did not submit any N-648.

Last month after getting the fingerprinting done, when she started to prepare for the English and Civics section, it became apparent that she is unable to comprehend any of the questions posed in there.

Is there any way that I can get the N-648 prepared by a Medical doctor and submit it now to the USCIS?

Only if she actually has a condition that is medically determinable which prevents her from learning and/or demonstrating her knowledge of English and Civics. Mere old age (and she isn't all that old) or lack of education will not qualify. If you go to her regular Doctor and (s)he says no, that's the best answer you can get. Don't pester a Doctor and don't shop for one.

Some Doctor's will fill out the form and say that there is nothing wrong just to make you go away. People have actually submitted those without ever reading them. I am not kidding, I have seen them for myself. "The patient presents as a 65 year old monolingual female with indigestion, high blood pressure, high cholesterol, has cataracts and is post operative from a hysterectomy 12 years ago, and is illiterate in her native language."

Forget about the N-648. You know she doesn't have a disability that prevents her from learning English.

And the doctor is not going to certify the N-648 based on a single visit, unless her problem is obviously physical (e.g. she is deaf and blind) or she has an existing record of a serious brain problem like Alzheimers or a brain injury. And if that was the case, you would have selected YES for 2H.

Take the time and money you would have unsuccessfully spent on getting her "disability" evaluated, and use it to pay for Rosetta Stone or English classes.
