N-400 Where To File- Clarification

Dear Members,

Can someone clarify where to file N-400 citizenship petition? As per the instructions for N-400 Form it has to be filed with respective service center. Where as when I see the processing time of N-400 at the service center it does not show N-400 on their list like NSC.
However, local office does show the N-400 on the processing list. Does it mean after receipt in service center the form is sent to local office for further processing. Who issue the receipt number service center or local office?

You must file your N-400 with the designated service center (SC) covering your region. Once the SC receives your application, they enter the details into their system, schedule your FP appointment and request background checks from the FBI. Only after this has been completed do they schedule you for interview and transfer the case file to your local district office (DO).

You file to service center per instructions. The service center forwards the file to the district office once an interview date becomes available. The receipt number is issued by the service center.
