Hi,
This question concerns the issue of GC holder staying out of US for more than 180 days with a reentry permit, while applying for Citizenship does this time count?

YES YOU CAN

364 DAYS of your time out of country on a reentry permit will count towards your continuous residency requirement. Time spent in the US prior to leaving for more then 180 days will not count..
