N-400 Part 7 question and Check

Hello all,

# 1: N-400 Part 7 A question is: How many total days did you spend outside of the United States during the past five years?
In my case, I am a US Citizen and my wife came to US on November 2007 and then we got legally married in US. My question is that my wife has not been in US for the past 5 years (she has been in US only for 3 and a half years so far). So, to answer this question A, should I just enter the total days spent by my wife outside the United States after she came in here -- that is these 3 and a half years?

# 2: For the $680 check ($595 filing fee for N-400 Plus $85 for Fingerprint), which of the following should I write as 'Pay to the Order of'.

U.S. Department of Homeland Security OR

Department of Homeland Security

Which is correct? The reason why I am asking this is because I found both of these in different documents of N-400.
 
1) Since she is applying under 3 year rule she's only expected to list travel dates in the last 3 years instead on last 5.

More specifically, she's expected to list all foreign trips of over 24 hours each since becoming a permanent resident. So that would mean listing her travel dates in the past 3 years + some months (starting whenever her green card was approved).

But for the question about how many days outside the US in the past 5 years, only the last 3 years should be counted when applying with the 3 year rule.

When was her green card approved? If you got married on or after November 2007, that means her green card probably was approved in sometime in 2008, which means she might possibly not be eligible to apply yet, depending on the exact dates.

To Jackolantern - She is eligible to apply since I calculated the dates. There is a calculator in USCIS website. Not sure if you know about that. She got her GC on July 2008. She is eligible to apply 90 days prior to the GC anniversary.
