N-400 Part 3 column F - clarification

Can anyone clarify on this:

In N 400 application Part 3 Column F - Are either of your parents are Citizens (if yes, see instructions) - I did not find the instructions page on the document, Can I anyone tell me where I can find the instructions.

Appreciate if any help me.
