N-400 in process - When can I start I-130 for Parents

I am in the process of getting my citizenship, just had my fingerprints done today. When can I start the I-130 process for my parents who are currently in the US. Do I need to wait until completion of the Oath appointment?

How long does it take for I-130 to be approved for CP case. I am planning to file for my mom soon. I am in CA.

mine took about 4 months. I filed for my parents in Feb...USCIS (CA) aproved it in June. After that...It was sent to the NVC...which that takes another 3 weeks to send you the affidavit...then they send you the form DS-230 (parents bio form)...then they schedule parent's interview. We delayd a little bit sending the papers to the NVC...so their interview (CP) hasn't been scheduled yet, but it will in the next week or so.
