Why didn't you apply with the 3-year rule in 2011? Did you get married after obtaining your green card? Are you aware that your spouse must have had US citizenship for at least full 3 years as of the date you apply with the 3-year rule?

The thing that bothered me the most is the way that they claim that I was willfully failed to register for SS. This kind of bold statement makes you think.

They assume the failure to register was willful unless you can prove otherwise. Such proof is very difficult to demonstrate unless you were hospitalized, incarcerated, or institutionalized.
