I will answer the second part of the question : if you are already registered with the Selective Service System …all you need is to fill the two box that belong to Part#10 Section G. question number 33 ..where it says
Date Registered (mm/dd/yyyy) ‘ this is the first box
And where it says
Selective Service Number ‘ this is the second box
And if you don’t have this information ..you can call the Selective Service System phone number ..they have automated answering system where you can obtain the above info. just by providing your SSN or/and Date of Birth
1-847-688-6888 if you were born after December 31,1959
1-703-605-4047 if you were born before March 29, 1957

About the second part of your question …I am not sure ..I will let someone else answer …
