N-400 application fee $390

Give a call to the USCIS to double check. You wouldn't wana waster your time for trivial reasons.

I vaguely recall that I made mine out to USCIS.
 
There is no need to call. Either way they will cash your check immediately. However, it says very clearly in the guide:
"You must send the $390.00 fee with your application. Pay the fee with a check or money order drawn on a U.S. bank payable to the U.S. Department of Homeland Security. Do not use the initials DHS or USDHS. Do not send cash."

On March 1, 2003, the INS became a part of the Department of Homeland Security. Immigration fees for services and benefits previously payable to the Immigration and Naturalization Service should no longer be made out to INS. They should now be made payable to "US Citizenship and Immigration Services" (Note: Payments already submitted made payable to the "Immigration and Naturalization Service" will continue to be accepted.)

I think that information needs to be updated. The Guide has been, obviously, updated since it shows the current fees for N-400 - $390.00. Besides, in the Instructions of N-400 it reads: "For information on fees and form of payment, see the Guide insert titled "Current Naturalization Fees", where from I quoted the above paragraph.

(a) Remittances.
(2) Remittances must be drawn on a bank or other institution located in the United States and be payable in United States currency. Fees in the form of postage stamps shall not be accepted. Remittances to the Department of Homeland Security shall be made payable to the “Department of Homeland Security” except that in case of applicants residing in the Virgin Islands of the United States, the remittances shall be made payable to the “Commissioner of Finance of the Virgin Islands” and, in the case of applicants residing in Guam, the remittances shall be made payable to the “Treasurer, Guam.”

For all,

When I sent in my application last December, I wrote the check payable to "US Citizenship and Immigration Services, Department of Homeland Security" so both titles were listed. The check went through and I just had my fingerprinting last week.

My point is, if in doubt, put both there. No problem.
