We have completed 5 year wait requirements for N 400 application and are getting ready to file the application. My kids are 16 year and 15 year of age.

[1] Do I need to file for kids under age 18 for US citizenship?
[2] When I send my or my wife's application, do we need to send kids photos too?

TIA,

Assuming that your kids have green cards and are living with you in the US.

[1] No, they will derive citizenship automatically from you or your wife when any of you two take the oath at the naturalization ceremony. You can (after you or your wife get the naturalization certificate and sign it) then go to a post office and apply for a passport for your kids, providing the documents they need (original naturalization certificate, birth certificate of kids, photos, ...) You can find more details by looking at the DS-11 passport application at http://travel.state.gov
You might also consider applying for N-600 for the kids, it is not mandatory but gives you a non-expiring proof of citizenship. This can be done only after they have derived their citizenship. I mean after you or your wife take the oath, can be done concurrently with the passport as the N-600 only needs photocopies of documents.
[2] No need of sending kids pictures with N-400 application
