now i'm outside of USA since 4 years and i want to re-enter again to USA, how i can renew my Refugee travel doc

you mean you were a refugee and you left the country for good 4 years ago???? can you explain in detail...??

Guacho

try contacting the USCIS branch in the country that you visit... I mean live in it now.

explain to them the reasons, if any !!

I left from usa to UAE which is not my country, here i got good job and i got married , for these reasons i didn't returned back to usa and my RTD had been expires, please give me advice how i can renw my RTD to re-enter again

give the US Embassy a phone call, explain to them why you neglected the expired RTD for 4 years and they will advice you on how to renew the RTD if possible

I don't think you will still be considered as a refugee/ asylee, since you were able to settle in another country for 4 years

so I guess you no longer fall under refugee laws in the US since it appears you have been living safely in another country.
After 4 years of abandoning your status I believe you are done...

NO he gave it up when he settled in another country and obviously has been able to live safely. Plus as refugee/asylee you can't be out of US more than a Year. Sorry but you lost your status.

there is nothing u can do. u r not considered an asylee of the us anymore as u have safely settled in another country. unless u can prove that uae is persecuting u, u are no longer able to recieve any benefit from ur asylum in th us. any enjoy ur life in the uae.

when you enter USA again, they will know how many years you've been out .

If you used another passport, even another name ... they will know

that is true. when u enter the us, the officer does not know if you left 3 days ago or 4 years ago. however, he will ask u how long u have been away and for what reasons. it all depends on u if u want to lie to the immigration officer or not! very risky business.
