Very risky. If they realize you were outside the US when you applied for it, they'll either deny it (if they haven't issued it yet) or revoke it (if they already issued it before they realized you were outside the US at the time of filing the application).

and can I apply for it in DC (Since my address is there) and ask to get my biometrics in NY?

They will set the biometrics appointment in DC, and will ignore your request for NY or any other location. However, once you get the biometric notice, you can take it and attempt a walk-in at any other USCIS office that does biometrics.

They are not guaranteed to accept you at the walk-in, but if rejected you can try again at another office or even another day at the same office. Wednesdays is when they're most inclined to accept walk-ins.
 
Note that you can leave the US in between the time USCIS receives the application and your biometrics appointment. So you could arrive in the US, send it via overnight mail, and then leave the day after USCIS receives it. Then you return to the US a few weeks later for biometrics.
 
Dear All

Please can any one help! we as a family husband,wife and our two children are entering the US for the first time after winning the DV Lottery 2011.My husband was the winner and he is a missionary here in Asia.The question is can we apply for the Re-entry permits immediately the next day after arriving or we have to wait till we receive our Green cards.We are planing to be in the US from 6th July -9th August.Is it possible to get biometric appointment with expedite option within this time if we don't have to wait till we get our cards. Please is urgent advice needed soonest possible.

You can apply. It is possible to get the biometrics appointment, but not a guarantee, so it's hard to give you a definite answer. You can try, but you MIGHT have to postpone your trip if necessary.
