My priority date is Jan 08 2003 and I have filed in EB2 category, Can I apply for 485 now.

December visa Bulletin gives cutoff date as JAN 08 2003 for EB2, Can I apply for 485 now?

Does the cutoff date include Jan08 2003 or only till Jan 07 2003?

I would really appreciate if expert on this board can advise.

You can apply only AFTER December 1.

You can file YOUR 485 only on DECEMBER 1st 2006. NOT BEFORE THAT.
 
No, you can not apply even after Dec 1st. The cutoff date means the 1st applicant who can not be accepted. Your PD needs to be at Jan 7th or earlier to apply. Sorry for this. I am sure you will pass it next month. Good luck.
