My parents need Income Tax Dept. clearance before Interview?

Hi All,

My parents have Interview in January 2010.

Do my parents need Income Tax Dept. clearance before Interview (IR5 - PARENT OF US CITIZEN category in Mumbai) or before leaving country?

This is sample for India. Please see attached .zip file. (It is not allowing me to upload .jpeg file directly. So, I zipped it.)

Note: Airport Authority may ask for such certificate, before leaving country?
They ask in case of H1 for sure.

My parents have PAN #. But they are not working. But they have some income from investments.
