My mom has GC, is it difficult for my father to apply for B visa to USA?

Both my parents are in China. I am a US citenzen, and has applied GC for my mom. Now I want my father to apply for a B visa to come to USA first and then I will apply GC for him while he is in USA.

How difficult is it for my father to get a visiting visa to USA given the fact that my mom has a GC already and I am a US citenzen? The visa officer may think he will have strong immigration tendency.

If it is very difficult for my father to get a visitor visa, I will consider to apply for GC while he is in China. Do you have any idea how long it takes for him to get a GC while he is in China?

The consul does not have to think that. He or she has to assume that every visit visa applicant is an immigrant.

The visa officer may think he will have strong immigration tendency.
