They should not receive it before Apr 01. Better to mail it only in April. After for a wait that is now roughly an year & a half, another day or 2 may not make a big difference. Better don\'t take a chance of them telling you that you mailed ahead of time....

Having waited for so long, waiting a couple of weeks more is not going to make a difference. Even my Attorney did not file my papers till my PD became current.
