If parents work for any entity (includes companies and/or goverment) or a subsidiary reporting in the form of taxes or other monetary obligation to the US goverment then it is assumed they are working under the orders and supervision of the US Government.
When a country owns a piece of land in a foreign country that piece of property although LEASED from the U.S. Government is still the soil of the foreign land. Think of it as an EXTENSION of that countries property.
So if a parent worked on the property of an embassy, they are not reportable to the U.S. Government directly. Salaries of employees on foreign missions (diplomats) are paid in their local currency and an allowance is paid for their stay in a foreign country like the US. So for all practical purpose diplomats are still on their on soil and therefore their children do not have this right.
