Hi, I am a US Citizen and own a small medical clinic. My brother is staying here illegally with his family and kids. He has a Bachelor and a Master degree from India. Can I sponsor him or what else can I do for him to stay here legally?

How long he is here without a status? Even if you sponser, he has to get his work visa and valid I 94 to start working.
 
About 3 years now. First he applied for 245i and then got DV lottery, so his lawyer cancelled 245i. FBI took too long and his DV application got expired. Now his lawyer said that he could revive his 245i application. Is that possible?
