I don't believe he can join Army without a permanent status in th U.S.
It is just under consideration; not signed into law.
As far as I remember the article I have read F1 visa holders are not one of eligible visa catagories on this law.I remember asylees, H1 and some more but not student visa holders.My brother wants to join Army. He is on F1. it seems recruiters doesnt know the procedure as they sent him to go apply for citizenship first. Anybody here is aware of the general procedure.... steps to follow.

I suggest u contact the any army recruiter directly and get the answer directly from the horses mouth. They would be in the best position to give you the answer you are seeking.
