Multiple names on Alien Number

My lawyer tells me my mother's alien number is showing up her and someone else. When I call the Alien Registration Number phone line it tells me my mother full name and the date she was ordered removed. Her date of removal is the same as my and my sister's.

He says he needs to get her fingerprints and send it over to the FBI. Is it possible to have multiple people under the same A number?

He also says he has already filed an I-130 for her. To my understanding, you need an alien number on the I-130. So I need someone that can answer my question with some source.
 
According to this article on how USCIS does a background search on an alien, it is always trying to make sure that they can associate all A# with one alien, because one person can have more than one number. If two aliens have same A# it is a problem and it could be due to identity theft or error. To file her paperwork, if she has a valid A# that is what she should indicate because ultimately it is the responsibility of USCIS to reconcile that information. USCIS matches the identity not just with A# but also with name, DOB, country of origin, gender, and later on with other identifiers like address, height, weight, hair color, eye color, etc.
