Hi, can a person carry more than one H1B?

For instance, can he hold one H1B by applying for "leave of absence" with the current employer while he go to a different state and become a part time student?

You mean a sabbatical? The main instrument holding your h1 is the paystub from your employer. If you stop getting a paystub, you should file a H1 to F1...
But if this is part time studentship, F1 might not be required, but you need to maintain H1...
