Multiple H1 Application

Hi. My H1 was rejected last year for the reason that the employer could not provide statement of work. This year I am applying again. I just wonder I should apply thru 2 or 3 companies so that I am safer this year. What happens if more than one H1 comes thru? Has anyone faced such situation. So far I have said yes to only one employer but I am just wondering I should further explore with more employers! Please advise.
 
You can apply H1 through as many company as you like, no limitation.
Only wastage of money -- poor employers.

But I also hear that this year there is a change in rule. That they are going to check for multiple applications! Is that true!! It is so scary, I lost my chance last year too and got a denial finally. What if both the applications get approved? Any risk. Anyways the employer take money and give you an option to join or not join...
 
New rule

Well the rule has not been published yet, but yes even my lawyer today told me that there might be a memo from USCIS which may forbid "duplication of H1B" and whether or not this will come into publication and into effect before the April 1 deadline is not known. Can someone else clarify this please. Indeed it is becoming very tricky and risky.
