Multiple choice Question on 2nd H1B :)

My first H1B expires on 30th Sept.

My company wants to apply for my 2nd H1B by first week of May.

My question:
Will INS issue my 2nd H1B effective:
a) 1st Oct, the day after my old H1B expires, or
b) will they issue it effective first week May when I applied or
c) will they issue it effective the day my case comes up for processing, say July.

My take...

Neither..they will issue it from the time your new LCA got approved. ( Or they will issue it from the time the lawyer asked for the new H1 to be valid for ).
