MS+0 or MS+1? Need Help!!!!

Our lawyer told us to prefer MS + 0 instead of MS + 1 because of the fewer candidates that it attracts towards the job and because of the smaller salary requirements. Are there any advantages to MS+1 other than, of course, a better salary? We have MS + 1.

Isn't it possible to have more candidates at MS + 0 than MS + 1 because the more experience, the fewer people there are?

The lawyer also suggested posting the Sunday ads in the New York Times. It's gonna be expensive, but it's gonna show we don't care to hide from possible candidates. Is DOL really happier with ads in the NYT rather than a different local paper?
