Do we have to send a file transfer request to Local USCIS office, after getting a conditional GC?

I would appreciate it if someone could point me to a link or resource for the related information

you will need to summit a change of adress form first then they will send u the case transfer form to fill and return or u can call and ask them to mail you both forms at the same time.

register here, check cases online, change adress online and then request for case transfer form or they might do that automatically.

I didn't know that even a USC has to do so, as well.

US Citizens DO NOT have to notify USCIS of change of address (unless they are co-sponsors to an Alien). Only Aliens/Residents.

the sponsoring US citizen must notify the USCIS (form I-865) when they move.

Yep USC only has to do it 'cso he/she is a sponsor.
