1.After applying N400 can I go abroad if needed

Yes, you can travel as before. The risk to your application is that if you are gone for too long you could miss your fingerprint appointment and/or your interview appointment.

2. If Citizenship is denied, do I keep GC?

Yes, denial of citizenship does not generally affect the status of your GC

3. I put appx dates on my traffic citiations in N400, hope that works. I got my two tix 10yrs and 5 yrs ago

That's fine. If these are minor traffic tickets that did not involve drugs or alcohol and the fines were less than $500 each, you don't have to provide any documentation for them. You can answer 'Yes' on #16 for being "cited". I answered 'No' and asked the IO if I should change my answer during the interview and she said no because they were minor traffic tickets.

4. Where should IL residents send there application to?

From the N-400 main page at www.uscis.gov/n-400

Where to File :
If you currently reside in Alaska, Arizona, California, Colorado, Hawaii, Idaho, Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Montana, Nebraska, Nevada, North Dakota, Ohio, Oregon, South Dakota, Utah, Washington, Wisconsin, Wyoming, Guam or the Commonwealth of the Northern Mariana Islands, send your application to the USCIS Lockbox Facility at:

USCIS
P.O. Box 21251
Phoenix, AZ 85036

For express/courier deliveries, use:

USCIS
Attn: N-400
1820 E Skyharbor Cicle S, Floor 1
Phoenix, AZ 85034

5. My photos are more than 2 yrs old.I look same now , so say people :). Can I send these passport photos for N400, is it a big deal?

The risk is basically that the IO takes a look at you during the interview and then at the photos and makes a determination that the photos do not match what you currently look like. If you don't have recent photos to give the IO at that point, you could be delayed in obtaining an interview result.
